この問題は接続詞を聞かれている問題のため、文章と文章の関係性を理解する必要がある。
まずButが何と何を対立させているのかを理解する必要がある。
mandatory(義務的).とvoluntary（自発的）なので、
語彙レベルで対立が成り立っているといえる。
文章を読んでいき、
when a health claim is made.という部分が、
it is voluntary を成立させる条件となっているのでおかしいと感じる。
なぜならば、
健康問題が発生した時に、
ある国では、栄養の分類表示を自発的にしているとなってしまう。

このような時制、接続詞の問題は図解すると分かりやすくなる。
普段からこのように考えていくと、文章を読んだ時にこんがらがらないで済むはずです。

ぱっと読んである程度学力がある生徒であれば、文構造がおかしいな・・というのは気づくはず。
そのため、
答えはis か makeに絞られるはず。
makeを選んで、making にした場合は、isは主語を考えるとareでないとおかしいので、不正解となる。
と考えると、isがおかしいと考えられるが。。
ここで考えなくてはいけないのは、
形容詞の後置修飾による用法もあるということ。

早稲田大学など難関大学でよくある有名熟語を使った引っかけ問題。
有名熟語は出題された場合は、今回のように結構難しいので、気をつけてください。

classifiedという過去分詞は目的語をとらないので、themselvesと目的語を
持ってしまっているので不正解となります。
過去分詞は、動詞のほとんどがSVO文型となので、
今回のように過去分詞になった時に目的語を持つことは少ないと覚える。
▷解けるようになるためには？
受動態の作り方をもう一度確認しておきましょう。
このような形で、原則受動態には目的語はありません。
そのため、過去分詞の時も目的語をとらないと覚えておきましょう。
※第４、5文型の動詞はまた話が別です。
答えについては目的語を取る能動態になれば良いので、関係代名詞または現在分詞を使うことになる。
